Fill up, fill out and fill in - are very commonly confused expression, not only because do they look alike, but also because do they shar similar meanings sometimes.

1. fill up

to make something full ( such as a gas tank ),or to become full.

2. fill out 

to write all the necessary information on an offcial document or form; if a young person fills out,their body become more like an adult's body for example 
by having bigger muscles developing breasts etc.

* Eric has filled out around the waist.

3. fill in

to give necessary or recently acquired information; to fill a vacancy usually temporarily
*Don't forget to fill in your boarding cards.

That's true, both fill out a form and fill in a form are grammatically ciorrect.

* I will fill you in.
* Elena is sick, could you please fill in for her.
